As of late there has been a lot of discussion on exactly how Water should be effected by the next rogue list. Gary (VSA) even went as far to make an "Official" thread about it in Gendis, in order to stop the plethora of threads being made every 10 minutes, located here. Since our Holiday party here at TPC has come to an end, I figured I would be the first to get back to work and let you all know what I feel should be done, and why.
Banned:
Sasuke Uchiha (State 2): This one is pretty much unanimous at this point. Protection from everything is stupid. Giving all of your ninja's said protection from everything is stupid. The fact that it can be reinforced off of any turn 4 Sasuke is stupid. Being a turn 6 8/4 with mastery on top of everything is stupid. Nothing about this card is balanced, and if anything, he might aswell be one of the dumbest cards ever printed, as he has no down side, while having a bigger upside than pretty much any card in the game.
I firmly believe that Sasuke (State 2) is the biggest problem in the metagame, because he allows Water to make unrealistically large teams, and keeps combat for your opponent strictly physical. We tried him at one, and it was a little better, but at some point you need to put your foot down and say "This card is not healthy for the game in it's current state, and will only undermine future development, as such it should be banned". Banning it now also gives Bandai the oppurtunity to print another Sasuke (State 2), with a much more balanced effect, that can be used in it's place for the remainder of the year. State 2 appears in both the Sasuke Deidara fight, as well as the Sasuke Itachi fight, so we do in fact have some wiggle room for design here.
Chidori Stream: This is a card that should just be banned on principle. Board wipes, specifically tutorable board wipes, shouldn't exist in a curve based game. While it isn't nearly as busted as Ten Thousand Snake Waves was, it still has a nasty habit of completely wrecking a player who either missed their 4 drop, or simply down dropped a Zetsu or Kigiri to try and deal with your opponents card effects before they get out of hand. With the introduction of the new Sasuke from TP2, I feel the Chidori stream might end up seeing a bit less play, but I still feel it's deserving of a ban.
Limited to 1:
Kabuto [Database]: Strictly on Principle. You can't have Naruto [Reliance] at one, while Wind is at the bottom of the barrel and Lightning is smack dab in the middle, but Kabuto at 2 while Water is the most powerful deck in the format. Right now, Water has the best missions in the game, in that they have 5 or 6 strong options, that also have great synergy with the goals of the deck. Giving them the ability to consistently search out those missions is just unfair in my eyes.
Makeout Tactics: Searching Kabuto, to search for another copy to then search for your next drop is obnoxious. I really feel that Makeout Tactics is a "fair" card, but with the way Water plays in the current format, Tactics suddenly reads "Search your deck for one ninja or client" which is just too powerful for a turn 1 mission.
Unlisted Cards:
Suigetsu's Joy: This card is still incredibly overated. It's a good card, infact it's a very solid card... but it isn't the source of the problem. People seem to think that this card wins games by itself, when in reality not only is every deck more than able to recooperate from it easily, they also are capable of benefitting from it. Lets not forget that the card is terrible in the mirror, a match up you will most likely face multiple times at any major event this season, seeing as Water happens to be the most played element. Another factor that needs to be taken into consideration is the restriction of Kabuto [Database] to 1, making playing this card multiple times in a match much less likely.
Striking Shadow Snake: This card is unlisted because I'm actually not 100% sure what should be done with this card. It's clear in testing, and in results that the card is just too strong to be untouched, but not strong enough to be banned. Normally that would imply thast limiting the card would do the trick, but realistically restricting a replayable jutsu that gets tutored by the new sasuke just doesnt seem like it will be effective. Because of this I would probably prefer to see some kind of errata like "If used from your chakra area, Discard this card after use", but thats just a thought.
Chidori: I don't think this card is that over the top, without all of your ninjas being immune to jutsus. Injure effects seldom saw play before, so a reusable one isn't exactly game breaking, especially since barring the use of Sasuke [Eyes of the Serpent] in conjunction with it, Chidori isn't capable of winning the chain. Lets not forget it's also capable of being played around by being conservative with your combat tricks. 3 is fine for this card.

If you haven't checked yet, you bandai put up the new Block format Rogue List. Seriously? It's like despite how much better they get at designing and developing, they are still physically unable to produce a very simple list that won't cause some kind of riot, but still effectively balance the format. Don't get me wrong, I love Bandai (Admittedly it's kind of a love hate relationship) and I think they have gotten much better at designing and development, but times like this make me question if they use common sense when putting together these lists. Anyway, let's go over the new changes to the list:
-Water Style Furious Current Jutsu: In my honest opinion the card should have always been banned in my opinion, since it's pretty ridiculous in your opening hand, and very difficult to play around. Going to one was fine, since it decreased the chance of drawing it in the first few turns, but it's still a pretty obnoxious when some one sacks its in their opener, so I fully support removing a bit of the luck factor from the game by banning this card.
-Giant Ninja Toad: What. The. Ef. So this is what I was talking about when I mentioned Bandai's lack of common sense. They just restricted a card that only sees play because he gets pulled from your deck and played on turn "way to early" via Summoning Jutsu. The result: You can still play Summoning Jutsu early and wreck your opponent with Giant Ninja Toad, because you only ever needed one to begin with. Now, before Bandai responds "By restricing him, we prevent players from using Summoning jutsu twice to get Giant Ninja Toad and demolishing your field over the course of two turns." I must point out: If you had restricted Summoning Jutsu to one (You know, the problematic card) we wouldnt be able to Summoning Jutsu twice anyway.
-Sealing the Evil: So, this card probably should have hit the list last format, but never did so it's a little awkward that it's landed there now, but I think it's fine. Taking away the cheap removal in the format should make the format a little more tolerable.
-Chidori Stream: Come on. It's bad enough that you made a Sasuke that literally says "Just go get the board wipe thingy" but now that you acknowledge that stream is an issue (It wouldn't be on the list at all if you didn't feel that way) you put it to one instead of banning it. You made a card that searches it. That same card can play it. That card can also be tutored like five different ways. Seriously? What logic went behind this decision? And I don't want to hear anything like "We didn't ban it cause we were afraid the target promos would stop selling" cause thats bull in my opinion. The target promos are all playable to begin with, have amazing artwork, and come at an incredibly affordable price. On top of that, the Sasuke has a billion (Maybe not a billion) different targets he can grab, including the new water Chidori, so I highly doubt people would forget him, or even stop playing him just because Stream was banned.
-Exposing the Hideout: Is fine at one. People wont build around the concept of dropping into play Katsuyu or other random six plus drops if they only have a small chance of drawing the card early. It allows the card to be played, but not abused I think, so I'm fine with it going to one.
-Fear by Genjutsu: Why is this card NOT at three, it doesn't even see much play outside of decks located outside of california (You guys put it in everything, don't lie). I feel kind of weird arguing this, because I have no intention of ever playing the card unless I suddenly had the urge to play Dogs, but I'm just tired of Bandai encouraging the illusion that Fear is "Too good", justifying to the ridiculous price tag on online stores.
In retrospect, Bandai didn't do an "Awful" job with the list, but I just feel like this list was easy mode. There were three major cards that defined the previous format, Exposing, Stream, and Summoning. All they had to do was make them all less overwhelming by decreasing their consistency, which they did with Exposing, but completely failed to do with both Summoning Jutsu and Chidori Stream. By failing to touch two of the three best decks, all they did was widen the gap between those decks and the rest of the format. All I can say is that I'm glad the 4th quarter is going to be unlimited format.

Nothing really unexpected coming out of this rogue list update - but there were a few things I would have liked to see. For example, I really would have preferred LAR and JLDC to go back down to 1 in order to level the playing field between elements (since Water got greatly powered down by losing Snake Waves).
Another situation that was perfect for this rogue list was a "test case" banning. I doubt anyone would have cared (in a financial sense) if Snake Waves got banned in Block Format (rather than restricted). Restricting Snake Waves just means someone's going to get sacked eventually in some sort of skill-less manner. Banning Snake Waves would have acknowledged that this type of effect should not exist at all (unless it's something like Requirements: Fourth Hokage and Gamabunta). Furthermore, it sets a precedent for getting troublesome commons/uncommons out of the environment.
But at least they took that stupid sack deck out of the environment... although I don't think I ever lost a match to it, it was annoying as hell. Miroku going to 1 was also great, but again, that's another card I would prefer to not exist at all.
Baki going to 1 just turns him into a ridiculously swingy sack card. How many games are going to end up "I split up my ninjas and swung to set up the kill next turn... but then he topdecked 1-of Baki and I was wrecked?"
I can understand the SRs getting restricted, as they have monetary value attached to them. But all of these mistakes in card design... can't we just get rid of them?

Good morning! I'm just on my way out the door but I wanted to first post up some of the stuff going through my head from this past week. I've been pretty busy lazy lately so I haven't posted up some of the stuff I've been working on, but I plan do get as much of it up as I can this week, including some card analysis/reviews for the upcoming format, as well as a new comic.
A few days ago my team officially started testing for the format, because we actually plan on hitting several chunin events and SJCs (If they happen before set 18, sigh). While we have only played with a few decks and variants, I've made a small list of cards from the new set that have been either spectacular for us, or have been completely underwhelming, and why. I should have that up either tonight or tomorrow, so keep your eyes open for that.
So sunday Andy (Texans), Chris (Scubadude), and I had a meeting skype chat to go over the changes for the next crossover list, because even though it appears as though DB is dead, there will be events for it at Gencon, so we wanted to make sure the format is still as fair as we can make it. The list should be posted up later this week for you guys to see. Anyway, while we were discussing changes, I asked Andy about previews for set 17, and a few other things to help promote The Perfect Curve, and while nothing is set in stone, it's looking good. What are the "Few other things" I was referring too, you ask? well, you will hopefully find out pretty soon.
So yeah, the blog should be far more active this week, as I have a lot of content to post up, not to mention the rogue list goes up tonight, which may or may not will cause a bit of pandemonium regardless of what is/isn't on it.
